Incumbent Local Exchange Carrier (ILEC)

An Incumbent Local exchange carrier is the dominant telephone carrier within a geographic area as determined by the FCC. Usually a baby bell, ILECs are companies that own the most existing local telephone infrastructure and previously held a monopoly.

Most often, ILECs must make that infrastructure available to competitive local exchange carriers for their use.
